he legacy of CCE began in 1946 when Leland B. Cook entered a private practice on Spring Street in Tupelo, Mississippi. In 1960, Cook Coggin Kelly & Cook was formed and later became the corporation today known as Cook Coggin Engineers, Inc.Over the years, Cook Coggin Engineers, Inc. (CCE) has grown to be one of the most well respected Civil Engineering Firms in Mississippi and Southwest Tennessee.
Cook Coggin has offices in seven locations—six in Mississippi including its corporate office in Tupelo and regional offices in Corinth, Booneville, Fulton, New Albany&Ripley along with its Tennessee regional office in Selmer. KENNETH P. GENO, JR., PEPresident
Kent joinedthe Cook Coggin team in 1986 and has 34 years of service to the firm. Kent’s 36 years of experience includes two years working as a design engineer forNRCS Mississippi State Design Unit prior to joining the Cook Coggin team. His expertise includes the project management and design ofall types of public works projects. Additionally, Kent serves as County Engineer for Alcorn, Benton, Prentiss, Tippah and Tishomingo County. Serving in this capacity has rendered him participation in the development of virtually every public facility or economic development project in these areas. As the firm’s president, Kent is primarily located in the Corporate Tupelo Office but he also operates out of the Regional Booneville and Corinth Offices on a weekly basis in order to maintain a hands-on approach to leadership. Kent is a registered professional engineer in the State of Mississippi and Tennessee.
JACK D. FARMER, PE Vice-President
Jack joined the Cook Coggin team in 1978 and has dedicated42 years of service to the firm. In addition to holding a Master of Sciencein Environmental Engineering, Jack is proficient in various diversified public utilities endeavors but his prime experience and expertise surrounds municipal water and sewer infrastructures, includingthe design, construction, and operation/maintenance of numerous water and wastewater treatment facilities. Jack is accomplishedin concept development, project management, design, development, and construction management of potable water systems, wastewater systems in municipal and industrial application and park/recreation facilities as well. Located in Cook Coggin’s Corporate Office, Jackserves as mentor and assists the Cook Coggin team in any capacity necessary. Jack is a registered professional engineer in the State of Mississippi.
JOHN MARK WEEDEN, PE Principal
Markhas been employed with Cook Coggin since 2007 and has been involved with numerous projects over the past 13 years. Mark’s 26 years of experience includes working as an engineer for MS State Department of Health and Natchez Trace Parkway. He also has a background inConstruction Engineering which includes owning and operatinghis own construction company. Mark worksintimately with North Mississippi Communities and Water Associations throughout daily and is very proficient in this area of expertise.Additionally, Mark serves as County Engineer for Itawamba and Lee County. This aligns Mark to be at the heartbeat of the economic development and public facility improvements within these counties. Mark’s experience includes conceptual planning, field layout, project management, design and construction oversight for water systems, sanitary sewer systems and utility relocations. Mark is a Registered Professional Engineer in the State of Mississippi and Alabama.
JAMES MATTHEW ESTES, PE Principal
Matthew has been employed with CCE since 2004 and has been involved with numerous projects over the pastsixteen years. Located in CCE’s Regional Corinth Office, Matthew has worked closely with North Mississippi Communities throughout his tenure with CCE. Matthew’s work experience includes project management, planning design and construction oversight for municipal water, wastewater, gas, roadway and drainage projects. He has been involved with an array of planning teams over the years to assist in the development of local infrastructure and growth. Matthew is a Registered Professional Engineer in the State of Mississippi and Tennessee, a Certified Floodplain Manager in the State of Mississippi, and has certification in the National Highway Institute Program for the Safety Inspection of In-service Bridges.
WILLIAM JESS WIYGUL, PE Principal
Jesshas been employed with CCE since 2009 and has been involved with numerous projects over the past 11 years. Located in CCE’s Tupelo office, Jess has worked closely with North Mississippi communities throughout his tenure including project management, planning, design and construction oversight for municipal water and wastewater systems, industrial site design and building improvements, as well as a wide range of airport infrastructure projects. He has been involved with an array of planning teams over the years to assist in the development of local infrastructure and growth. Jess holds bachelor’s and master’s degrees in Civil Engineering from Mississippi State University and is a Registered Professional Engineer in Mississippi and Tennessee.
DAVID MCMULLAN LONG, PE Principal
David became a part of CCE’s team in 2008. David has been involved in numerous projects throughout north Mississippi and recently east Arkansas. Located in CCE’s Tupelo office, David’s primary work efforts include long range planning, budgeting, management, design, and construction administration for an array of projects. David’s experience ranges from public water and sewer infrastructure, storm drainage, residential and industrial site development, to multi-modal facilities. From project conception to construction completion, David remains heavily involved with all aspects of the project working closely with clients so their goals are fulfilled. David is well experienced with federal and state funding programs and has been successful in helping secure over $40 Million of federal and state funds to enhance our local communities infrastructure. David holds his bachelor’s degree in Civil Engineering from Mississippi State University and is a Registered Professional Engineer in Mississippi and Arkansas.
Cook Coggin has a staff of approximately 68 professional and technical employees comprised with an engineering team adept in civil, environmental, structural, hydraulic, geotechnical, transportation and bridge design and geologists who are recognized experts in their field. The firm also employs highly trained designers, cost estimators, surveyors, and other professionals so that professional services can be provided for the complete scope of the project which includes funding procurement, planning, surveying, design, testing, construction and contract administration.
